Having exactly the same issue with multiple apps, thank God somebody suggested pressing WIN + holding middle button to resize the window without even getting a cursor.
The more I use Ubuntu 24, the more I want to get rid of it, so much bugs... I don't know whether it's a same bug, but Maximizing application doesn't persist on close/open.
