Original bug reporter here.
After ~60 hours of testing I am confident the bug is resolved in 6.8.0-48.

With earlier Kernels 'intel_iommu=igfx_off' workaround still works as
expected.

I'll address reports of people still having issues.
There are 3 possibilities:

1. The user failed to apply proper workaround. or install and activate proper 
kernel. The user must make sure:
 * The actual bootloader config file contains the 'intel_iommu=igfx_off' option 
and no other option related to GPU, CPU or power management. Those can disrupt 
the intended effect off all options
* The actual kernel is running and no additional kernel options are enabled
(use `uname -a` and `cat /proc/cmdline` commands to check).

2. The issue is not related to Intel Gen9 GPUs (6th-8th gen CPUs). You
might have a different GPU/CPU, have discrete GPU in addition to
integrated one. Please check if you GPU/GPUs are different open a new
bug.

3. The flickering you are experiencing is not GPU related but caused by
LCD panel refresh issue. This is entirely different issue which is not
addressed by this bug.
