This also affects me, with an en-GB layout. Upon installing it defaulted
to en-US.

I selected "Generic - 105 Key" and "English (United Kingdom)" in the
installer. However upon first login my keyboard layout was incorrect.

System Settings -> Keyboard reported a "Generic - 104 Key" as the model
and "English (United States)" as the sole layout. I changed this back to
"Generic - 105 Key" and added the "English (United Kingdom)" layout and
removed "English (United States)" layout and rebooted.

I still found the keyboard was incorrect. Inside the fcitx configuration
(found by right clicking the keyboard icon in the tray and selecting
'configure') I found 2 Groups. One contained English (United States),
the other contained English (United Kingdom). I deleted Group 1.

My keyboard now works correctly.

This is needlessly complicated. Not sure if calamares is the package at
fault here, or fcitx, or somewhere else.
