I did it I think, but I'm not entirely sure if I did it right.
Everything is still the same.

This is what I did:
sudo su
echo "blacklist dell-laptop" >> /etc/modprobe.d/blacklist.conf


Also, this is powerprofilesctl list with kernel 6.11.0-8-generic
zeldaoot@zeldaoot-Inspiron-5558:~$ powerprofilesctl list
  performance:
    CpuDriver:  intel_pstate
    PlatformDriver:     platform_profile
    Degraded:   yes (high-operating-temperature)

* balanced:
    CpuDriver:  intel_pstate
    PlatformDriver:     platform_profile

  power-saver:
    CpuDriver:  intel_pstate
    PlatformDriver:     platform_profile
