Thank you for this bug report and taking time to make Ubuntu better.
Altough strictly followed your steps, I was not able to reproduce you bug on my
Inspiron 6400 with an Ati Mobility Radeon X1300.
Could you add more information about the hardware you are running? At least
graphic card and video driver are necessary to triage this bug. Furthermore,
please tell us what Window manager you are using.
