openssh is a critical package in ubuntu, and this update has already
gone through one iteration. The original update was 1:9.6p1-3ubuntu13.6,
which was tested in comment #14 according to the test plan from the bug
description.

But then 1:9.6p1-3ubuntu13.7 was uploaded.

Given that it's a new version, and that in comment #12 we saw
difficulties in getting the package from noble-proposed, we need to be
absolutely sure that:

a) 1:9.6p1-3ubuntu13.7 from noble-proposed is the package that was tested, and 
not the previous 13.6 or something else
b) the test plan from the bug description was carried out in all its steps (1 
through 3; 4 is autopkgtest that is performed automatically)

I will change the verification tag back to needed.
