The bug title is "Ubuntu apt repos are not available via HTTPS", the description says "it does not seem to be possible to retrieve core Ubuntu packages or security updates via TLS", and as far as I can see, that hasn't changed since the bug was filed, and as written, precisely that is what is now resolved.
Please do not re-interpret what this bug means since doing so just confuses everyone together with what exactly it is that we're tracking in the status of this bug. If you want further documentation, or for Ubuntu's default to change, or other changes, please track those in *different* bugs. You can link between bugs in bug comments and descriptions. That's not to suppress any discussion, but from experience all discussion gets confused if you do not do this.
