I can confirm this. 
I get you guys want to get rid of /etc/sysctl.conf - but unfortunately your 
readme at:
/etc/sysctl.d/README.sysctl says this:

"""
If you want to set kernel variables
you can either edit /etc/sysctl.conf or make a new file.
"""

So I would at least change sysctl.conf to have a single line content like:
"No longer in use put your stuff into the directory"

Or so.
