No, I don't believe this is a duplicate of bug #2085283.
The bug mentioned is a different source package called "ruby-defaults",
a standalone package that makes symlinks to select a default Ruby
implementation (it may not even be MRI Ruby).
The source package "ruby3.3" is the actual MRI Ruby implementation, Ruby
3.3.
