Explanation of the Ubuntu delta and why it can be dropped:
* d/rules: disable O3 optimization and LTO to fix FTBFS on amd64 and arm64
(LP: #2092286)
This change was upstreamed to Debian and merged in version
1.19.2+dfsg-3.
