Adding a simple autopkgtest `python -c "import pbcommand"` fails with
the following error:

    import pbcommand

    import pkg_resources
ModuleNotFoundError: No module named 'pkg_resources'
autopkgtest [10:41:26]: test command1: -----------------------]

This is due to python 3.12 removing setuptools from the default
installation.
