Hi,
I'm a user; not a developer.  I simply respond to the pop-up window to 
install/update my OS.  This problem occurred as a result of clicking on 
the button to go ahead with the update.  My settings for updates are:
- Snap package updates are checked routinely and installed automatically.
- For other packages, this system has Basic Security Maintenance
- Subscribed to: All Updates
- Automatically check for updates: Daily
- When there are security updates: Download and install automatically
- When there are other updates: Display weekly
- Notify me of a new Ubuntu version: for long-tem support versions

My laptop:
- Memory: 8.0 GiB
- Processor: Intel® Core™ i7-3610QM CPU @ 2.30GHz × 8
- Graphics: GeForce GT 630M/PCIe/SSE2 / GeForce GT 630M/PCIe/SSE2
- Disk capacity: 1.0 TB
- OS name: Ubuntu 22.04.5 LTS        <=== currently running
- OS type: 64-bit
- GNOME version: 42.9
- Windowing system: X11

This bug report is almost a year old now and I don't have any way of 
spinning up a new Ubuntu VM.
