Firefox has a security feature which does prevents automatically
downloading http:// URLs from a page which is delivered via https://. To
actually do the download, you have to click the download symbol at the
upper right and in the list of files requested for being downloaded
click the butoon at this file open a dialog for confirming that you
actually want to download the file.

Or just do

    wget http://launchpadlibrarian.net/771063185/cups-
browsed_2.0.0-0ubuntu10.3_amd64.deb

and then "sudo dpkg -i" the file.
