If one wants to fix a bug in an older release, e.g. Noble (24.04), the SRU (Stable Release Update) policy is to make sure that it is fixed in all subsequent releases that are still supported, in this case Oracular (24.10) to ensure that users don't experience a regression on upgrade. This means you need to provide the debdiffs for both Oracular and Noble. Those debdiffs should be explicitly targeted to their respected series (debian/changelog shouldn't have UNRELEASED). You'll need to take specific care around the version numbers. There's a handy explanation about how to pick proper version numbers at https://wiki.ubuntu.com/SecurityTeam/UpdatePreparation#Update_the_packaging (it's not just for security uploads). We usually add some metadata to our patches to make ongoing maintenance easier.
