I found that when I switched the "Keyboard model" under the Hardware tab
in Input Devices in System Settings to "Lenovo (previously IBM) | IBM
ThinkPad z60m/z60t/z61m/z61t" and clicking Apply, this issue goes away.
Sometimes the input is a bit laggy, but it's better than stuck and
repeating!

My system: Ubuntu Studio 24.04.1 LTS KDE Plasma (X11), ThinkPad L14 Gen
2a.

For anyone who comes across this issue in the future...

I was on Keyboard model: Generic | Generic 86-key. There might be
something happening with the ThinkPad that it requires the newest
ThinkPad Keyboard model.
