Ah, well, i was a release behind. Ubuntu has also removed `last` from
util-linux, as of Oracular, so just removing the dependency won't work
to solve the problem. We'll go from

* `last` command installed, but not usable in context.
   * wtmpdb installed and starts logging logins -- unintended side-effect

to

* last: command not found.

so it might be that removing the functionality upstream (in the
freeradius project) is the correct move. It'll take time to filter to
Ubuntu.

We didn't get any bugs against 3.2.5+dfsg-3 in oracular, but i'm
guessing the user base for Freeradius on an interim release is low. it
does mean our testing lacks a check of `radlast` though, otherwise we
would have had autopkgtest failures.
