Ah, well, i was a release behind. Ubuntu has also removed `last` from util-linux, as of Oracular, so just removing the dependency won't work to solve the problem. We'll go from
* `last` command installed, but not usable in context. * wtmpdb installed and starts logging logins -- unintended side-effect to * last: command not found. so it might be that removing the functionality upstream (in the freeradius project) is the correct move. It'll take time to filter to Ubuntu.
