I'm not sure how it got filed against ubuntu-release-upgrader! I
selected dist-upgrade from the list after running ubuntu-bug, but I
suppose typos are possible. Is it possible to move it? What is the best
course of action?

I think a bug is appropriate here - in the interest of making Ubuntu's
TPM FDE a realistic option in future a package upgrade can't be blocked,
and it currently is due to the read-only file system.

Specific lines from the dist upgrade output:

dpkg: error processing archive
