Public bug reported:

For other architectures there is now a separate bpftool binary package,
however on riscv64 there appears to neither be a bpftool binary pacakge
nor a bpftool binary in the linux-rsicv-tools package.

This is likely a side effect of [0].  How can we enable building of the
bpftool binary package also for riscv64?
