Hi, the workaround is acceptable from the Store's POV. At the same time, there's no evidence that the original issue is being caused by the unavailability of the Store, so the changelog comment may be misleading.
Snapd itself already retries requests when the Store is unavailable or errors. Snapd folks have identified a bug (tracked internally) occurring when certain timing conditions are met on systems with no snaps installed and a snap install is attempted when snapd goes into standby. They're attempting a fix in https://github.com/canonical/snapd/pull/15291 as far as I can tell.
