After a fresh installation from CD the update manager reports "Not all
upgrades can be installed, please run a partial upgrade" when i try to
run it. Trying to do a partial upgrade results in: "Could not calculate
the upgrade. An unresolvable problem occurred while calculating the
upgrade."
