Oh, good, it isn't just me. :-/ Much the same story, but I use ncpmount rather than setting it up in fstab, since the main use is to access student's shares using their individual logins (long, sad story about the inadequacies fo Windows omitted). I can add that *some* of the ncpfs utilites still work, and that at least one - pqstat - works with a "generic" account that has no password (so it uses the -n option), but several "real" accounts I've tried give the same error with that command that I've seen with ncpmount (and as reported above). I've also checked the latter usage (which may never have been tried before), and it works fine, and ncpmount continues to work, on another machine that's running Debian Etch. So it's something about Gutsy...
