I'm adding the block-proposed tag. I consider it a violation of Debian Policy § 2.2.1 (once translated to Ubuntu archive specifics) for a package in main to have Recommends on a package in universe.
Practically, this would mean that people who install Ubuntu Desktop or Server from a daily image after that change would not have sudo-rs but upgraders or people who install from a Desktop Flavor would.
