Yes, the PPA has the metapackage, which it ported from Debian.
Ubuntu had to purposely remove the legacy drivers, so it is not an
accident. They kept 390 alive for a while with patches, but dropped it.
They also dropped the 470 driver as soon as Nvidia did last year. I
cannot find any good reason why they do this other than "Nvidia doesn't
support it anymore", which is nonsense to me if other distros can keep
them going with minor patching. Personally, I just think they don't want
to bother with them.
