To confirm it's an apparmor problem, I think libvirtd could be put into
complain mode:

  $ sudo aa-complain /etc/apparmor.d/usr.sbin.libvirtd

After restarting the VM, this would presumably show a DENIED message in
dmesg or journalctl regarding the apparmor issue.
