Virt-manager can both manage virtual machines that are owned by the
system and such that are owned by normal users. Virtual machines owned
by the system are stored in /var by default. User VMs are stored in the
user's home directory.

https://documentation.ubuntu.com/server/how-to/virtualisation/libvirt/
for an explanation.

When creating a VM in virt-manager you can choose the connection type.
When the volume is created available storage is shown and an individual
path may be chosen.

As the requested functionality is already available I will set the
status of this bug report to "invalid".
