Public bug reported:
The dtoverlay command (and dtparam as its alias) both traditionally read
/boot/firmware/overlays/README to determine available overlays and
parameters. The code is also intelligent enough to handle os_prefix
configurations (such as we are switching to in questing), using
/proc/device-tree/chosen/os_prefix. However, does this work if we switch
the directory prefix in question, as when testing new boot assets?
