Public bug reported:

Ubuntu(1.7.1-1ubuntu2) is currently carrying a diff in d/control to
remove direct build-depend, which got removed in the `1.7.1-2` version
(debian: #1068072)

In this case, there is no need for the diff we carry. We should sync
lcmaps-plugins-basic rather than merge with the latest Debian unstable
version
