given that this package doesn't depend on grub, it should not assume
it's installed.

calling `update-grub` unconditionally breaks the MAAS images build:

dpkg: error processing package lowlatency-kernel (--configure):
 installed lowlatency-kernel package post-installation script subprocess

MAAS installs grub during the deployment, so just adding 
`/etc/default/grub.d/99-lowlatency.cfg` to the image should be enough.
