Public bug reported:

v4l2-relayd depends on systemd and automatically detects the
availability of systemd pkg-config definitions to determine whether to
enable or disable systemd service installation. With systemd >=
256_rc2-1 (available starting from Oracular), the dependency to systemd-
dev, which contains systemd.pc, has been removed. It follows depending
on systemd no longer provides systemd.pc, and therefore systemd service
won't be enabled in newly built v4l2-relayd packages in Oracular or
newer.
