Confirming this bug for my dell latitude d820, with a similar chipset
(rev 2).  your fix also showed the way to a fix for me; moving the old
70-persistent-net.rules resulted in a new one, which itself did not fix
the problem; but experimenting with various versions did lead to
success.  for the record, here's my working 70-persistent-net.rules:
