For the moment I don't think this needs to be fixed because at some
point in 24.10 or 25.04 the root fsck was no longer handled by systemd.
So the flicker doesn't happen there.
This bug is still annoying in 24.04 but if it remains fixed in 26.04
then that's probably good enough.
