When I'm logged into a non-admin user account, no matter how often I use
language-selector to switch to a different language, the menus all stay
in the old language. Or at least that was my experience with trying to
switch from English to German. Rebooting doesn't help, and neither does
trying to use sudo dpkg-reconfigure locales to change the system
language to "none". This version of Ubuntu Mate apparently insists that
there has to be a system language and that every user has to use that
system language. Very unhelpful in multilingual environments.

Note that I experienced the bug before I changed the system language to
German.
