Public bug reported:
It shouldn't come as a surprise since the transition has been in the
work in the past cycles (https://discourse.ubuntu.com/t/spec-switch-to-
dracut) but the MIR for dracut finally got approved.
We missed Questing's FF but believe that dracut got enough testing that
it should be ok to do the change this cycle (and better to change the
default the cycle before the LTS) so we would like to promote it and
make it default now.
