Public bug reported:

We added a conflict between the -nogrub binary packages, that breaks ISOs 
because we install both in that.
This was broken in 
https://bugs.launchpad.net/ubuntu/+source/ubuntu-x1e-settings/+bug/2122049.

A fix for now would be moving the conflicting files to ne regular binary
packages rather than -nogrub.
