* `sudo unattended-upgrade` to request immediate upgrade of outdated packages,
which should reverse the above change.
* Observe that while
`/var/log/unattended-upgrades/unattended-upgrades-dpkg.log` reports
`NEEDRESTART-SVC` as expected, the services in question are not actually
restarted. (Again I confirmed this via `systemctl status <service>`.)
^ I think this is supposed to say "are actually restarted", that's the behavior
we want.
But I struggle to see how the bug description now matches with the bug
title, but the test case works for the title too, so I think this is all
somewhat ok and I'll accept it (especially given the criticality) but I
suggest making the wording a bit clearer.
