Doing this requires the packages nghttp3 and ngtcp2 to each be promoted
to "main", as they are both in "universe".

This requires an MIR for both of those packages. In Ubuntu, we currently
build curl with --without-ngtcp2 and --without-nghttp3 (differing from
Debian), which results in output like:

$ curl -v --http3-only -s -S https://www.google.com
curl: option --http3-only: the installed libcurl version does not support this
curl: try 'curl --help' or 'curl --manual' for more information
