I read your comments again and think the issue may result from the BT, not 
amdgpu.
But the BT firmware you're using hasn't been updated for a long time.

Could you try the following command to see if you can get some logs
Read the previous boot log
   sudo journalctl -b -1 -k -o short-monotonic

BTW, when it stucks during powering off, doesn't the kernel magic keys works?
   ex. ALT + SysRq + s # to sync all mounted fs
       ALT + SysRq + o # to power off
       ALT + SysRq + b # to reboot
