I've submitted 2 merge proposals for this issue. Given that it's an
uncommon case, here was my methodology:
* I checked out ubuntu/devel and created a new branch from there,
* I replaced the changelog to the one from {noble-proposed, plucky-proposed} in
there
* I added one more entry with dch -i and set the versions
* 2:2.11-0ubuntu3 -> 2:2.11-0ubuntu3~24.04.1 for noble
-> 2:2.11-0ubuntu3~25.04.1 for plucky
