For now, I've fixed the issue by doing the following:

# cd /etc/apt/apt.conf.d/
#echo 'Acquire { https::Verify-Peer false }' | sudo tee 
/etc/apt/apt.conf.d/99verify-peer.conf
Acquire { https::Verify-Peer false }
#pro enable esm-apps
#pro enable esm-infra
# apt update
# apt upgrade

However, this state poses a security risk.

Since this does not seem to be a bug, I will continue to submit an
inquiry to "Questions for Ubuntu."
