Trying to narrow down this case.
Installing plucky, removing kdump-tools, doing a release-upgrade (without an 
issue), then being on questing (with no kdump-tools installed).
Using this as test bed for:
Installing the plucky kdump-tools version on questing (which worked fine), and 
then updating it to the questing kdump-tools version, which worked also fine.
This let's me assume that coreutils is probably not the issue here.

I also thought that this issue might have been introduced with a recent
s390x-related change in kdump-tools 1:1.10.7ubuntu1
(https://launchpad.net/ubuntu/+source/kdump-tools/1:1.10.7ubuntu1) after
a merge from Debian, but again the above let's me think that the kdump-
tools package itself seems to be okay.

So all this lets me think now that it is probably more caused by the
ubuntu-release-upgrader rather than the kdump-tools package itself
(whereas kdump-tools of course should never crash).
