This issue happens also when trying to resume from suspend. I found the cause is using [s2idle] in /sys/power/mem_sleep I changed it to [deep] and problem is solved!
[s2idle] is the default in the kernel since sometime, before that it was [deep] couple of years ago and I didn't have that problem. I hope to set [deep] as default again, it also enhances power saving during suspend.
