I changed my mind. apt keeps packages installed if they're demoted to
Suggests, so there is a behavior change depending on when someone
installs devscripts.

devscripts >= 2.25.19 Recommends: libmetacpan-client-perl for uscan to
support the Metacpan template.
This change landed late in the questing cycle, so I temporarily reverted
it last cycle. I think someone (other than me) should handle a MIR for
this package for resolute.
I am adding this block-proposed bug because britney won't prevent a
package from migrating if it has unsatisfied Recommends (such as a
package in main recommending a package in universe).
