I've encountered a similar issue with USBIP where I've been successfully
using `/usr/lib/linux-tools/*/usbip` when `/usr/bin/usbip` fails with
the `WARNING: usbip not found for kernel ...` message. This has been the
case when the `linux-tools-*-generic` is both a few versions behind
*and* ahead of the running kernel version. My case is WSL where the
running kernel is slightly different than the versions of `linux-
tools-*-generic` available in the installed distribution, but I would be
surprised if there weren't other similar container use cases.

Maybe add a configuration option in `/etc/default/linux-tools-generic`
or some such that allows admins who need/want to tolerate the risk of a
slight version mismatch to downgrade the failure to just a printed
warning but proceeds to execute the tool anyways?
