The error seems to be around the Bulgarian translation file.
It does not seem riscv-specific, yet the failure seems to only happen on riscv.

That package uses symlinks for the PO files. The file "debian/po/bg.po" exists 
(with debian/po being a symlink) but the directory "debian/iso-codes" does not.
That does not seem to be a problem for previous locale files.

Reproducing locally on Resolute gives me:
