Hi, thanks for opening a bug report! I see warnings in your dmesg output related to the wireless driver, we'll start there. I think your second problem, "Ubuntu is not booting up if I completely cut electricty and turn on electricity again while computer is shut down" is likely to be unrelated, but if it resolves itself while debugging the wireless card please let me know.
Do you have a second computer you can test the WiFi dongle with? If you can confirm that it works on another machine then we can rule out the dongle as the source of the failure. Your system BIOS may be behind a few updates since it appears to be dated for 2024, you could try the latest BIOS version and see if anything changes. From there, next we could try a mainline kernel to determine if the problem is Ubuntu-specific or upstream.
