Just realized that I can actually run 32-bit apps with manually provided
VK_DRIVER_FILES=/usr/share/vulkan/icd.d/radeon_icd.i686.json

So vkcube and vulkano examples are working now. But still a bug because right 
icd should be handled automatically.
And it still not possible to run 3DMark, which itself runs with 
VK_DRIVER_FILES=/usr/share/vulkan/icd.d/radeon_icd.i686.json, but internally it 
is using dxinfo.exe to collect system info, which requires 64-bit vulkan.
