Do you have some other partition mounted over /boot or /boot/firmware?
Your `cat /proc/cmdline` indicates that /boot/firmware/cmdline.txt is
loaded as - for example - root=LABEL=writable comes from that file.
The default should look something like:
$ cat /boot/firmware/cmdline.txt
net.ifnames=0 multipath=off dwc_otg.lpm_enable=0 root=LABEL=writable
rootfstype=ext4 rootwait fixrtc
