Sigh. This is related to bug 2017209. Upstream raspberrypi has memory cgroups disabled. We reverted that patch in older Ubuntu kernels and added an RT test to fail on disabled cgroups. Recent raspberrypi kernel changes moved the disabling of memory cgroups to the devicetree. A side- effect of this is that the kernel no longer reports it as a disabled cgroup and our test thus doesn't catch it and it crept back in.
