Public bug reported:

Hardware: RTX 4060 Max-Q / Mobile (01:00.0)
Driver: nvidia-driver-580-open (580.126.09-0ubuntu0.24.04.1)
Kernel: 6.14.0-37-generic
Ubuntu: 24.04
PRIME mode: on-demand
Secure Boot: disabled

Symptoms:
- GPU detected by lspci
- nvidia modules loaded (nvidia, nvidia_drm, nvidia_modeset, nvidia_uvm)
- nvidia-smi returns: "Unable to determine the device handle for GPU0:
0000:01:00.0: Unknown Error"

Workaround:
Downgrading to nvidia-driver-570-open completely resolves the issue, or device
reboot, similar issue happens on debian 13 trixie, same with mullvad on
suspend, connection breaks however connection does not break on ubuntu.

** Affects: nvidia-graphics-drivers-580 (Ubuntu)
     Importance: Undecided
         Status: New
