This error occurred when running a do-release-upgrade on my VPS from
22.04 to 24.04. I appear to have both grub-efi and grub-pc installed and
on first look I am wondering whether grub-efi has been added when not
suitable for a VPS. The dummy grub-efi package has not been installed,
just the grub-efi-amd64-bin and grub-efi-amd64-signed packages (the
latter of which is listed as failed). The shim-signed package is also
failing to configure.
